That would be pretty bad. In addition to fraud charges in the state where he lives, and filing a false police report, he could also be charged with federal crimes! I'm sure there are some hefty financial laws dealing with this on a federal level.
Now days it seems like everything is a felony and lots and lots of years in the pen.
