Yeah. Filing a report against a non-existent crime would be the crime of filing a false police report, which may ammount to an obstruction of justice, depending on juristiction. If she lies on the stand, then it is perjury. As for the unfortunate man, if he does indeed serve jail time then he could sue the State for wrongful imprisonmenr and/or other damanges; though in many areas the State is not compelled to 'repay' him (though many do as a show of good faith)Do women get punished if they file a false rape report?

Yes its false incrimination. I don't know exact punishment but any false accusations can get you in trouble. In court it would be perjury.
